چکیده

The theme of the 16 International Conference on Digital Government Research (dg.o 2015) – “Digital Government and Wicked Problems” – drew attention to the increasingly complex global problems we are facing today. In the late 1960s, the term “wicked problems” was coined to refer to societal and public planning problems that had no definitive solutions [1,2]. Many problems, such as those identified in the theme of the conference – climate change, urbanization, and inequality – often exhibit the characteristics of “wickedness” in the sense that they are both difficult to define and solve. The selection of this theme for dg.o 2015 reflects the digital government research community’s ambition and dedication to achieve a degree of understanding necessary to address some of the most intractable of these problems with the aid of emerging technologies. This special issue includes seven of the best papers from the dg.o 2015 conference. In this editorial, we highlight the characteristics of “wicked problems” briefly, and the way in which the term is relevant in digital government research. We then introduce the articles selected for this special issue. Lastly, we provide suggestions to foster future research that addresses the nature of “wickedness” in digital government initiatives.

Taming wicked problems in modern health care systems.

IN ORDER TO BE MOST EFFECTIVE, health care systems need to be able to prioritize not just the provision of technologically advanced and potentially curative care but also the psychosocially advanced and compassionate palliative care. However, it is well known that modern health care systems are socially complex organizations often fraught with perverse incentives and internal conflicts that ser...

A Socio-Technical Approach for Topic Community Member Selection

Wicked problems and social complexity abound in our globalizing, ever more complex society [6]. Wicked problems, such as many socioeconomic and environmental issues, cannot be solved in traditional ways, as no perfect solution can be found. Also, the understanding of the problem evolves as the solution is being worked on, but no clear agreement on what the real problem is can be reached. The on...

Does the Polysemic Nature of Energy Security Make it a 'Wicked' Problem?

Governments around the world are expending considerable time and resources framing strategies and policies to deliver energy security. The term ‘energy security’ has quietly slipped into the energy lexicon without any meaningful discourse about its meaning or assumptions. An examination of explicit and inferred definitions finds that the concept is inherently slippery because it is polysemic in...

Using Enterprise Information Architecture Methods to Model Wicked Problems in Information Systems Design Research

Design Science is the process of solving ‘wicked problems’ through designing, developing, instantiating, and evaluating novel solutions (Hevner, March, Park and Ram, 2004). Wicked problems are described as agent finitude in combination with problem complexity and normative constraint (Farrell and Hooker, 2013). In Information Systems Design Science, determining that problems are ‘wicked’ differ...

Diagnosing Wicked Problems

Horst Rittel defined his wicked problems theory to differentiate wicked problems, which are open-ended and controversial, from tame problems, which have a single correct solution. Rittel identified ten properties of wicked problems but did not indicate if all of these properties needed to hold before something could be deemed wicked. Failure to correctly classify a problem as wicked is likely t...
